“Renewables? Yes, but not like this” is a phrase that captures the two sides of the current discourse on Catalonia’s transition to renewable energy. The passing and revocation of two laws in the last decade significantly shaped Catalonia’s course towards a decarbonised energy grid.
This report empirically assesses how Catalonia’s low-carbon energy transition has proceeded post the approval of Decree 16/2019 and the subsequent repeal of Decree 147/2009 by the Government of Catalonia in 2019. It broadly responds to the two main objections and demands raised against the promotion of renewables under Decree 16/2019: the aggressive pace of implementation of solar and wind energy projects and the increase in market concentration.
