From deficit to contribution: the case for voluntary compensated plasma collections in Spain

While increasing demand for human blood plasma, the Covid pandemic has also exposed the threat to security of supply national blood operators have been warning about for years. The pandemic resulted in a decline in plasma donations in the United States, with estimates suggesting a 20-25% reduction in plasma donations. Since the United States provides 75% of the world’s supply of plasma for the manufacture of plasma therapies, such a decline represents a threat to patients all over the world. Today only five countries allow the voluntary compensation of plasma donations: the United States, Austria, Czech Republic, Hungary and Germany. These countries represent 5% of the world’s population but contribute to over 90% of plasma used for therapies. Despite being home to Grifols, a world leader in plasma therapies, and despite the innovative approach that characterizes its organ donation and transplantation system, Spain uses an antiquated, inefficient, and ineffective model for plasma collection. The policy report published by The Ostrom Institute and coordinated by Professor Peter Jaworski from Georgetown University provides empirical evidence on why Spain should allow the voluntary compensation of plasma donors and proposes a series of policy reforms.

Peter Martin Jaworski is an Associate Teaching Professor of Strategy, Ethics, Economics and Public Policy at Georgetown University. He was a Visiting Research Professor at Brown University, a Visiting Assistant Professor at the College of Wooster, and an Instructor at Bowling Green State University. Peter’s academic work has been published in Ethics, Philosophical Studies, The Canadian Journal of Law and Jurisprudence, The Journal of Business Ethics, The Journal of Value Inquiry, Ethical Theory and Moral Practice, amongst others. Along with Jason Brennan, Peter is the author of “Markets without Limits: Moral Virtues and Commercial Interests” published in 2016. He is a co-founder, and Vice-Chairman of the Board of the Institute for Liberal Studies (Ottawa), an adjunct scholar with the Cato Institute and the Niskanen Center (Washington, DC), an Academic Advisory Board member with the Greater Mekong Research Center (Phnom Penh), and an Advisory Board member with the Freedom and Entrepreneurship Foundation in Poland.
